I have a 12"x28" wheel that has worked thin probably due to previous chloride use. I have been told that this can be welded and ground down, then you can add a boot and a tube. Is this a good option? I have also been told that with a bigger area (mine is about 8" long and includes the valve stem area), you can cut a good piece of wheel and replace/weld it into place on the bad wheel. How about this option? Any advice will be appreciated.

Yes.. if the rim is 80-90% good except for a thin spot.. yes.. you can cut/paste(weld) in a patch... then grind a bit.. use a boot or piece of the old inner tube to line it and go.

Weld up the old valve hole and drill then chamfer the new one.. or weld a washer ove rthe old hole.. or use the patch piece to weld int he new hole.

On some reims that are just pitted but not thin.. I'v brazed or jbwelded them after wire wheeling to bare metal.. just to make them 'tube 'friendly'.

I've also seen old timers unroll 3-4 ply's of duct tape in the bed of a strong but pitted rim... seemed to work fine.. etc.
