By a "hot battery" I believe you mean one that is fully charged, correct? Normally the clicking solenoid is indicative of dirty battery connections, bad starter ground or battery ground connections, or a weak battery.
Make sure that all the battery connections are clean and tight.

It could be the solenoid contacts are burned and not allowing full current to the starter. I could also mean that the starter brushes are worn or dirty or the commutator on the armature shaft is dirty. If you have a separate solenoid that is not on the starter body itself, you can use jumper cables from the battery to the starter directly. (MAKE SURE THAT THE TRACTOR IS NOT IN GEAR BECAUSE YOU HAVE BY PASSED THE STARTER SAFETY SWITCH!!! If the starter turns the solenoid is bad. If it doesn't the starter needs some work.

Hi Thank you so much I took the starter off and had it tested, It seems to be draging so I have called a place about rebuilding it since the ford tractor place wants 569.00 for a new one. To rebuild this the place wants 149.00 so a much better price. Thank you so much. Anita
