Hey Charlie, watch your governor linkage to the carburator when you engage your mower. I got a Cub last fall that acted just like yours, ran great but about killed it when you engaged the pto, it was not getting any response at all from the governor, and it turned out that the linkage was very worn. Worn-out governors are fairly common in old Cubs.

But is it a PTO problem or mower problem. I would start by unhooking the mower and see if it still labors. If it doesn't then I would take a good look at the mower and see if maybe you have bearings or a spindle problem or even rope etc around the mower blades which will cause that problem. Also if it has a gear box check to make sure it has the correct fluid level in it

could be a bearing is gone on the pto shaft, or bent shaft causing it to bind. with the engine off on the tractor and the pto out of gear, try spinning the pto shaft by hand, you should be able to turn the shaft by hand, there will be some resistance. if you cannot turn it at all, something is going on inside the pto, bearing ect.
