I need help with my IH 404. Today I replaced points/condenser/plugs/wires, etc. I also replaced the fuel filter with a new plastic one (should I have used metal?). I now have a problem, it runs great then dies, as though it's not getting enough fuel, the flow through the filter is correct. After it dies, I notice fuel draining from the bottom bolt (drain plug???) on the underside of the carb...it never did this before. Ideas? Does anyone know how to deal with rust inside a fuel tank? Is there something I can treat it with that won't interfere with the gasoline, or should I try to find a replacement tank?

Also looking for parts for this tractor...seat, tachometer, exhaust manifold and parts to route the exhaust back through the hood like it was when it was new.

I had a similar problem with my 424. It would run fine and then just die. My problem was due to worn parts in the carb. It had sat for a while with no gas and the valve assembly rubber tip dried inside and was stuck shut and wouldnt open to let fuel in. I figure if it was stuck up it would cause it to flood out as well. That bottom bold should be tight so no fuel can come out though. You can get the Marvel Schebler rebuild kit and fix a lot of problems at once. Kreem Tank Liner will cost ya anywhere $20-$35 depending on where you get it but that should fix your rusty woes.
I also just converted mine back to vertical exhaust too. I just got my parts from a local CaseIH dealer and found the parts using a parts finder I'll try to link it for you. It is at the bottom under Parts Search. This way you can at least get the numbers for the parts you need.

Maybe a dumb question, but do you have the fuel shut off at the fuel strainer/glass fuel bowl? If you changed the fuel filter with fuel in the tank you'd have it all over the floor if you didn't...

I've known people to use a product called Kreme on rusty boat tanks with good results. I don't see why it wouldn't work on your 404 tank.

Your parts list will be straight from salvage yards. Even if the parts you want are available new I doubt you'll want to buy them $$ from CaseIH. Try asking on the IH/Farmall forum.
