If it is indeed a sleeved engine, I would start with a plate on the bottom of the sleeve that is nearly the same size as the bottom of the sleeve and will fit up through the bore in the block, get a piece of all thread,(threaded rod) put a larger sleeve above the engine with a plate above that, assemble the whole works with a couple of nuts, as you tighten the nuts it should draw the sleeve out. Be careful as it is possible to damage the block as the plate may hit the side of the bore on its way up thru. If no success, the sleeve is already junk, so try carefully breaking the sleeve with a hammer and chisel. This requires much patience, and may not work if you do not have thin wall sleeves. Lastly, I had a Ford 600 with a stuck sleeve that I removed by welding 4 beads vertically along the inside of the sleeve. After it cools, it shrinks, and can usually be tapped out quite easily. This method requires a steady hand with the welder. If crank is still in engine, there is no reason you couldn't wrap the crank and other vital components with a tarp and weld away. Hope this helps. Good luck.
