IH 300 utility running at full throttle

just rebuilt carb which was leaking fuel, put back together and she started right up EXCEPT she is at full throttle and i can't slow her down without shutting off. Help please

Remove the throttle shaft housing and check to see if the throttle shaft is synchronized with the throttle butterfly. The pin must go into the shaft in the correct position, or you will get either a wide open, or closed butterfly. There is a possibilty the throttle stop screw is in the wide open position, also. Back it off if this is the case.

I am guessing that you don't have the govener rod that controls the throttle plate in the notch.. ....Thats the little square notch on the govener rod that goes into the notch in the "white" plastic piece on the end of the throttle plate,rod....
