I onced fixed a 8n with this problem, the relief valve?, on the front of the pump was weak, I shimmed the spring up with washers until it held a blade off of the ground. If I remember right I removed one of the covers off of the side off the transmission and watched the pump work while the tractor was running. Also there's a Zane guy around on the ford board that has an adjusting tool for the lift/lower valve if the relief valve is ok.

Adjusting the relief valve with knowing what pressure you have can do great damage to your hydraulic system. This is the only sfety overload device you have in it. First is to take off the side cover raise the plow and look insid eht cover at the rockshaft cylinder and see if it is leaking. If it is the packing ring is worn.
If it isn't check pump flow. if the relief is bad replace it don't shim unless you know the pressure you set it at and it has enought movement to open if needed. Also check the unloader valve for sticking.
