Removal of 1949 Ferguson Fenders

I would like to remove the fenders on my 1949 Ferguson TE20. The bolts that hold the fender assembly to the axle are rusted in place. I tried to unbolt the fender skin from the fender frame, but some of the bolts have a carriage bolt head and appear to be a type of rivet. I would appreciate any help or suggestions from those that have refurbished an old Ferguson or Ford with similiar fenders.

Burn the four bolts that hold the mudguards to the axle off with oxy-fuel gas torch is best bet. If you heat the nuts to red hot they may unscrew and if they do, and you are even more lucky and heat the bolts and axle casting (with care), they may drive out. If not I'd suggest that burning them out and replacing is easiest and safest option. If you don't have gas heat, other things you could try are cutting the nuts off with a chisel (or nut splitter) and seeing if the bolts will drive out. If there is room you could attack them with a grinder. You may be lucky. I have managed to get some out in the past but others have been more stubborn and now, to avoid risk of damage to axle from bashing with a hammer I would expect to destroy them and replace. Getting them out in one piece would be a bonus.
