Cleaning up nics on cylinder rods?? and repair

I have some small nics and scratches which rust if I leave them expose. No heavy gouging though, just small nics. Can I use a small round oilstone to smooth these up or is there another method - finances do not allow rechroming. I'm putting in new seals so I don't want them getting cut up again soon. Also is it difficult to reinstall the rod with the new cup and oil seals into the housing?? Any tips? The old ones were worn out but were very heavy and difficult to get out of the cylinder, so I assume the new cups have to be worked into the bore. Can I put some grease on them to aid installation? Any shared knoledge is very much appreciated!

Use a flat Norton oilstone and remove high spots, then polish with fine every cloth, around 320, and polish that up with 600 wet or dry paper.

Use emery cloth to smooth the surface, or something similar- no power tools. As long as you can't feel any raised area in the surface, the seals should last a long time. Slight undercut in a nick should be no problem. Use grease, oil, vaseline to aid in pushing the rod through a new seal.
