Likely a blown seal at the top of the steering box. Take off the steering wheel and metal tube going into the cowl. If it's like a 3020, with the throttle on that tube, you need to disconnect the throttle linkage, etc. Hopefully you can replace the seal without having to remove the steering gox. Another possibility is a blown hose, but if the oil is coming out of the column, I'd expect the seal to be bad.

Unless you're really comfortable working on that steering box, you better get some professional help. I rebuilt a couple of those a few years ago when I worked at the local JD dealer. They are no fun and you really need to have a book. The other guys in the shop said they had each rebuilt one and it took them 2 or 3 tries to get them right. They had a bet going for how many times I would have to put in on the tractor before it worked!! I got lucky first try though!! If you tackle this job, make sure you are in an absolutely clean environment, you don't want dirt and trash in there. And you'd better just put a complete overhaul kit in it while it's apart.

Was this a real JD dealer? Ours are computer savvy and provide parts book printouts of whatever the customers might be working on. This repair is time consuming, but really not all that bad. I'd certainly question dealer mechanics that needed several tries to replace a seal properly. And if the top seal is leaking oil, you don't need a complete overhaul kit for the steering unit. Just fix what is broken- I did that on the 3020 in 1978 and it hasn't failed yet.
