The wire going to the sending unit is looking for a ground. To check the gauge, ground the wire to the frame, the gauge should read full. If it does the gauge is good, sending unit is bad.If not, check to be sure there is voltage going to the gauge. If the voltage is there, the gauge is bad. The variable resister in the sending unit causes the gauge to change with fuel level. Very often they will get bad spots where the gauge will read sometimes and sometimes not. You can replace the entire sending unit for about $50. Hope this helps.

If you disconnect the wire to the sending unit, and short it against the frame, you should peg the needle on the gauge. Then the sender is bad. I think that means you should have current in the wire.
