I don't know how it would work on a rubber steering wheel, but Plasti-Kote makes some stuff called "Appliance Enamel" paint that works good on plastic (automotive) steering wheels. It comes in several colors including black, and is a very durable paint intended for touch-up of ovens, refrigerators, etc.

I followed a couple of guys' advice from the archives: Fill the cracks and rebuild with PC-7 (two part epoxy stuff); let dry (of course) then sand to shape; spray a number of coats with black laquer and finish with a number of coats of clear laquer (I did about 5 coats of each). Wasn't a lot of work, and looks new. Wearing well so far too. Keeps it's rich black sheen, which I like.

J-B Weld should work. I've used plain old Bondo body putty and had good results. They are both epoxies so it seems like they would work about the same.
I agree with Marty Z, I wouldn't use latex. I used a spray acrylic enamel that was made for painting dash boards. It made a satin, slightly crinkled finish that looks like a new rubber job. If you use the tractor a lot you may have to give it a new coat every 4 or 5 years. Mine is 5 + years old and still looks good.

JB Weld works OK. May take 2 coats and some sanding. Don't use latex. Sandable Krylon primer and Krylon spray Gloss black does not look too bad.Flat is Ok if you prefer.

I have used Bondo and then used a rubber based tool dip and have also used spray enamel immrdiately over Bondo

Wal Mart also handles a high temperature engine enamel that holds up exceptionally well. Can get it in either gloss black or satin black. I prefer less gloss-looks more original on an old tractor. I have done about 12 steering wheels the first about 6 years ago and they have held up well. I agree, any of the epoxy's will work to build up with. Jack
