I have a 1964 (I believe... possibly a little older) horizontal shaft Briggs motor that was on a snowblower back in the day. I'm trying to rebuild it as a fun project... but I have walked away very angry several times!

It had two v-belt pulleys on it... those were interesting to get off without a puller, but I managed to do it. My problem is the keyway (I think that's what it's called!

It is stuck on the cranksaft so well that even a flathead screwdriver and a hammer won't budge it! What can I do?

get a wet rag and wrap it around the shaft by the seal and use a torch to heat up the key and it should come out with a hammer and chisel

I have tried all the methods suggested; torch, penetrant, and brute force... but it has not budged at all.

Can I cut it out?

I would use a mig welder to tack a stud on to it then use a slide hammer to pull it

It is amazing how stuck those keys can become after 40 years :>

If you use heat you will likely damage the seal.

I have had luck with PB Blaster (or whatever juice you prefer), letting it soak for days perhaps and each day just tapping the key upward with a sharp cold chisel. It will jar loose and once it moves just a little you are home free..
