3.5 briggs motor runs good for a while then sputte

Hello, I have several briggs mowers that have the crank vertical with the gas tank on the side. I usually get the engine running again by filing the intake valve until it closes tight before top dead center. Problem is it will run with full power capabilities for a good 10 or 15 minutes then it will bogg down and seem to run rich. Is there any way to fix these carbs or is this typicial of a bad carb (warped gas tank or carb flange. I am not sure if filing a intake valve stem had something to do with it or not. To get the engine running well I resurfaced the bottom of the carb and a little on the gas tank too. That seemed to do it for a good part of the summer but now it runs good for a while then sputters so I back of the throttle so it will idle then it might pick up after a bit. filling the gas tank to the top doesnt help. Its almost like its screwing up when it warms up fully.
