john deere 3020 power steering problem

wheels go all the way left and stay there, wheel locks steering will not budge, I break the union at (rear of two lines on right hand side of engine bay)jack up front wheels, swing wheels to right, retighten union, but steering wheel remains firm and when I start engine, wheels swing all way left again? What the heck is going on here? how do I fix this Please?

The steering valve (at the bottom of the steering column), has a stuck valve, damaged valve, or crud in a valve.

Unfortunately, it"s a miserable job to remove it, and proper repair requires special tools for the job.
