Final Drive Rebuild

I'm rebuilding the final drive on my 1967 International Cub. The IT manual tells you to assemble the outer (wheel side) taper bearing, slide the shaft into the casing through the sleeve and bull gear. Then it tells you to install the washer and shims and the inner taper bearing. The lock nut goes on last with a cotter pin. My questions are:
1. It doesn't tell you what torque to tighten the nut on the inner bearing.
2. It tells you to check the rolling resistance to check the bearing preload. If incorrect, add or subtract shims. I'm worried about damaging the bearing if I have to press the inner bearing on and off trying to get the preload correct.

I'm sure this is probably a stupid question, but I'm new at working on tractors and would like to learn how to do this correctly.

All help would be greatly appreciated.

Th International shop manual isn't too much more specific. It just says "tighten the nut securely"
You'll need a torque wrench that reads in inch pounds, the book says 10 -20 inch pounds should be required to rotate the axle (without the differential shafts in or the outer oil seal bolted in place)
