My guess is what happened on a deere. Not familiar with the ford but you can get the idea. The worm box attached to the single steering lever. Turning the shaft via the steering wheel would cause the worm box to move up and down the threads of the shaft and move the steering arm fore and aft (supposedly). Problem was, that if you don't lock the vertical position of the steering wheel shaft, the shaft moves up and down and not the worm box; hence no moving of the steering. and a shaft that goes up and down. His problem was up at the top of the steering housing. There were 2 cone bearings there that were supposed to lock the wheel from going in and out as you describe. They had desintegrated with age, rust and all. Replacing those bearings locked the wheel and solved the problem. If you are having a problem turning the wheel, you got your worm gear (on the back side of the steering arm)adjustment too tight.
