the crankshaft seals may be bad,the carb. operates off a vaccum created by the crank case,if the seals are bad there is air going by them , lowering the vaccum in the crank case, causing the engine to not get enough fuel. this is a common problem with the briggs small engine.

Well, if it ran for 10 seconds, then it is getting spark. So most likely the problem is in the carburetor. Has the engine been sitting for a long period of time? If so, I would bet it will run off the "prime" that is, the choke, for a moment and then stall because the jets in the carb are clogged. Even if it has not been sitting for a period, this could be the case, but it is a classic problem for a mower, etc., that has sat for a long time. Pull and clean the carb really well. It might need a new float needle valve. It might need more than that, but that's a place to start. Get a carb kit for it. You will need three numbers off the engine to get the correct kit: model, code, serial. Hope that helps.

You wrote, "I did the test with the gas and the spark plug." I don't understand this test -- please explain.

Need more information. Has the engine been sitting around for a long time? What is it on -- does it normally operate in a dirty enviropnment like a tiller.
