Help Hay on the ground baler won't tie

Help, I have my hay on the ground and I started using my New Holland Hayliner 273 Square baler and it will not tie a tight knot. It does tie the knot but the knot is loose, and pulls apart when it start down the shoot. I have replaced the needles, replaced the knoters, and sharpened the knives. Any suggestion would be great

I haven't had a twine baler in many years and then not a NH but they all tie the same knot the same way. The bill hooks should hold the twine until the hay being pushed down the chute pulls it off the hook pulling it tight in the process. It sounds like the bill hook is not holding the twine. After it spins one turn it should open and grab the two strands of twine the needles have pushed up to it then pinch down on them and hold them as the have get pushed along and pulls it out. Try penetrating oil to lube the jaws on the bill hooks and up through the shaft.
