Front tire removal on 1951 farmall cub

We are hoping someone can help us. We are trying to remove the front wheels to replace the tires on our 1951 cub. The 4 bolts came off the hub easily but the wheel will not come off. Does the bearing cap need to be removed? Or are things really rusted up together and we just need more wd-40? Please help appreciate your input!

1. Put the bolts back in finger tight. 2. Put penetrating oil all over the area around the hub & wheel. 3. Drive tractor around yard slowly, watching for the rim to loosen. 4. Jack up tractor and remove the rim and tire. %. Remember to drive slowly and carefully!!!

Probably just rusted together, give the tire a good kick and see if it doesn't come loose.
