As long as you get oil to valves a cam and other moving parts in engine 15 lbs is plenty of presure the rods use splash system like small brig engine . These aren't modern high compression engines , they are from a different time they required more maintance more often and over hual's during their lifetime . You don't just change oil & run they require a little more T&C than the later ones . But will last years with proper care .

FWIW: 50 Motor Trk/Trtr manual covers a Herc IXA-3 under BF Avery Model A section; under "oil pump" is "...adjustable press relief valve is located externally ...Fig 4..." (sorry, no camera or scanner) (it looks like a little vertical thingy just behind the oil filler pipe, at the front of the block on the mag side, above the mag drive shaft housing) "...unscrew the cover, and turn adjusting screw as required..." (illus looks like screwdriver used)."...normal oil press 15lbs at 1000 rpm with engine at normal op"tg temp...". Manual covers 36-49; BUT 15 lbs pressure sure sounds low for a positive-gear oil pump in a US engine; maybe your library has a copy to verify. Good luck.
