5 hp Briggs Horizontal shaft

Hi, I've recently acquired an apache tiller fitted with a 5hp horizontal shaft b&s engine, it is around 25 years old and has not been used in 3 years, there is no spark at the plug any ideas whats wrong? If the engine is fitted with points, how would i remove the flywheel to check them?

remove the recoil housing then the recoil "clutch" (there is a special wrench for this but I have succesfully done it with a channel-lock pliers, however you need the special wrench to torque it back on)and gently pry between crankcase and flywheel. It helps to have someone smack the end of the crank with a lead or brass hammer while doing this. Be sure to save the bellville washer and the aluminum key. Torque to 60 foot pound to reassemble.
