International M timing

I have what I think is an International M engine. About 25 years ago, somebody started working on it and passed on. I am picking up the pieces and trying to finish the engine.

The timing seems about 100 degrees off. How do I move the timing back to the mark on the engine base and the IGN mark on the flywheel? Was the cam put in wrong? Any advice would be appreciated.

Well, I"m not familiar with IH engines, so I"m not sure this"s helpful...but my 50 Motor Trk/Trctr manual (covers 36-49) shows the IH "M" to have an Lhd 4, 37/8x51/4. Under timing it talks about matching marked teeth on the cam, crank and mag gears, that no timing precautions are needed for the gov and idler gears. Under mag timing it talks about a notch on the crank pulley and a matching pointer on the gear cover---no mention either place of a flywheel mark. Sorry, no dig cam or scanner.
