I want to clean out the fuel oil film that resides in a empty fuel tank. Is there anything I can add to water to clean it out? Thank You

DEAR SIR,

WE ARE INPROCESS TO CLEAN SOME 50 HUGE DIESEL AND PETROL MOBILEOIL TANK AT KARACHI PAKISTAN.

I AM INTERESTED TO KNOW THE PROCEEDURE AND EQUIPMENT INVOLVED IN THIS PROCEEDURE AND THE LEFT OVER MATRIAL CALLED (SLUDGE). HOW WE CAN UTILIZE THIS AS BY PRODUCT OF TANK OR TO DUMP.....

I,m not cleaning a tank, I'm clean my concrete drive way. I've started with gas. I now have a headache. I thought about taking a wire brush but all that is doing is spreading thinner oil all around and then I can't get it cleaned up fast enough. I has heard years ago that Tide in powder form will clean up new oil.Though about the gas trick and then throwing kitty litter down. Might help. I thought about vinegar too. Too master cleaner of all but that isn't going to even begin to clean it. Have any other suggestion?What about for the headache too. A bottle of tylenol!!
