IHC LA Wico Mag Spark

I'm just about to finish with restoring the LA and I've checked out everything. All that is left to do is assemble the gas tank and bolt on the flywheel. Two things may prevent a first crank this week, the spark seems to miss several revolutions, then hit. When it does, the spark jumps only a short distance from the wire to block. I could be missing the spark on each revolution, but I doubt it. The other thing is the pick up tube screen looks caked. Where would the check valve be located, at the screen resting near the gas tank bottom? Any ideas on these two things?

When the engine and magneto are spinning at hand cranking speeds, the magneto doesn't produce enough electrical power to produce a spark. To compensate for this, the magneto has an impulse mechanism, which winds up a main spring as you turn the flywheel, then releases the spring at the beginning of the power stroke to momentarily "spin up" the magneto fast enough to produce a spark. Once the engine starts, the impulse mechanism is "disconnected" by centrifugal force and the engine spins the magneto fast enough to produce a spark. The impulse mechanism only winds up and releases once every rotation of the magneto drive gear, so you may be seeing the correct "cranking spark". I would clean and gap the points, set the ignition timing by the book, work out the other problems, and get ready to make some noise with the engine.
