The plunger is lapped-in to fit the housing on these pumps. After years of use they are known to leak. Options 1 - have a heavy coat of plating applied to the plunger and then re-lap it to fit.
2 - Have a new plunger made oversize. 3 - Try to machine a groove at the bottom of plunger and add an "O" ring to seal. 4 - Buy a new a pump, a number of dealers have replacement pumps. I did the "O" ring trick on my 1 1/2 which powers a can crusher a number of years ago. It works to some extent, I find that I have to replace it every season.

theres supposed to be valve packing around the plunger! you can get some from plumbing store. you want the good stuff with graphite. wrap a couple turns around plunger and lightly pack in.then oil you may have to pack and oil acouple of times till makes good seal then oil asneeded.
