Maytag Govenor Operation

Can anyone explain the operation of a maytag govenor? I have my model 92 single cylinder all cleaned up with new gaskets, points, rings all the goodies it fires well and will start on the first kick but it runs too fast (fires every time) I am afraid to run it like this and need to get the govenor operational. If some one could explain how it functions and the parts that are included in the assembly it would help me alot.

The governor holds open the points so the thing misfires till it slows down.

Are you sure it's running too fast? It's rather common for these things to fire every time and sound like they're running away when they're really running too SLOWLY, not reaching governed speed. This could be due to seizing bearings, insufficient oil in the gas, plugged exhaust ports, wrong timing or improper fuel-air mixture. Proper governed speed is about 1100 RPM. Sounds fast if it's hitting every time.
