10 hp generator engine problem

Trying to figure out what can be done for a back-up generator I have. The unit is a Devilbiss GT-5250 with a 10 hp Techumseh gas engine on it. I don't have much experience with these little engines and none with Techumseh. The history - I bought this thing at a garage sale this summer fairly cheap because it wouldn't start or run but looked new. As suspected the gas in it was from y2k or before and was pretty bad. I drained the old gas, flushed the tank, changed the fuel filter (and oil), ran some carb cleaner through it and it ran pretty good after that. Now comes the winter ice storm and it seem to run a bit lean or rich (depending on what I look at) and surges off and on. It starts surging a bit about every 15 minutes or so, and adding one 'notch' of choke clears it up for a while, then it goes rich and have to open the choke again. This makes me think it's lean. The plug is 'black' rather than clean as I'd expect in a larger engine and this makes me think rich. Doesn't use oil so the carbon on the plug isn't what I would expect from a lean engine. Can't find an adjustment on the carb anywhere. What I did try - changed from fresh 87 octane gas to fresh 91 octane - didn't help. Changed gas stations and tried 91 octane again - didn't help. Changed from an RJ17LM plug to a RJ19LM - didn't help. Changed fuel filter again - didn't help. Found a jet under a plastic cap on the carburator - seemed clean and open. I would like to figure this out before I drain the fuel, change the oil, and put this thing away again but don't know what to 'fix'. Do I get out my numbered drill bits and 'clean' that jet I found until it settles down? Do I start looking at the ignition system? Do I just accept the fact that these little engines don't really ever settle down and purr along for hours at a time and figure it's going to bump the governor on a regular basis? Obviously I'm a bit stumped and welcome any suggestions of where to look.

Since both of you talked about carb issues I took the carb off this weekend, took it apart, and soaked the body overnight, then used spray gumout on every hole and jet I could find. Put it back together and the generator runs well now. A tiny surge under no load but with load it settles into a steady pattern. So - thank you for heading me in the right direction. I really do appreciate it.

Some of these engines have a fixed jet made into the bowl nut that holds the fuel bowl on. You can use a soft wire and clean this jet. Soaking it in carb cleaner would work also. This engine should run smooth under load. Without a load it may surge.

Their is also a bowl vent that plugs easily with a gummed up carb this will cause the fuel levels to be all over the place causing rich then lean operation. It is located in the upper body area. Clean it with a small wire and solvent,Hope this helps...
