Joe, may be able to offer advice, but would like to know more about the engine; what engine, how many cylinders, is the piston stuck in the bore, etc?

I don't have a tractor with a frozen engine, but a car. how would i go about unfreezing it?

Take all of the spare plugs out of the engine.
Pour about a tablespoon of oil into the cylinder and let it leak down the sides. Let the oil set in the cylinder for about 15 minutes. Turn the engine on several times. Put the spark plugs back in and fill with the correct amount of oil for that engine. That should unfreeze the engine and you will be able to drive it without having to buy a new engine.

i drove with no oil and my engine wont turn over how can i fix the problem cheaper then a new engine

Hate to tell you but there's only one way, tear it down and rebuild it. It only takes a few revs with no oil to shell a engine!

While your waiting for more advice, squirt some Kroil or other penetrating hole into the cylinder(s) thru the spark plug hole(s). It won't hurt, and at least you will actually be working on the problem while you are gathering more specific info
