Hoof governer

I have a Wisconsin V4HD engine. Upon removing the carburator for over haul I discovered a device called a Hoof governer that mounts between the carb and the intake manifold. It has what looks like a throttle plate that is attached to a spring under a plate that is rivited on. I assume there is some kind of vacuum diaphram in there that closes the plate.
Doesn't this engine have a mechanical governer to regulate engine speed?

Can anyone explain it's function?

They were also known as velocity governers, they balanced vacuum against spring pressure to regulate engine rpms on lots of older truck engines, also some forklifts used them. Gene
