I'm working on a old wisconson V-4 1963 model
I believe. I changed the condensor & dist. cap
and I still can't get 12 volts to the plugs, any suggestions on the direction I should take next.
I have 12 volts all the way to the coil & distributor, but thats it.

Maybe I'm saying the obvious here, but you shouldn't be getting 12V to the plugs. What is going to the plugs has been through the coil and is more in the range of 20,000V. The first thing I'd check is the gap on the points. I don't have the specs in front of me so I'm not sure what it should be, but if the contacts aren't closing, you won't get fire to the plugs. You can check to see if their closing by removing the cap, etc to expose the points and with power to the coil, turn the engine by hand til the points close and watch for a blue arc between them as they close, or you can simply check for fire across them by using a screwdriver and crossing the gap and again looking for the arc. If you have an arc across them this way then it's a sure bet either the gap is off or the contact faces are corroded and not allowing the juice across. If you have power to the coil, and the point gap is correct(ie their contacting when they should), etc. and your still not getting anything, then it sounds to me like you have a bad coil. Basically if you have power in the places you say you do then it's either the points or the coil, that's really all that's left.
