Identify a gas engine, I have been told was a Wisc

I have an engine, that I have been told was a Wisconsin, because it has an external magneto. I am not sure if this is true or not.
It also has a starter to it.
We are trying to identify the engine and possibly from the pictures the carbutator.
Can anyone help me.
I will send the digital pictures if you send me your name and Email address.
This is on a log splitter. The engine does not develope the full rpm, and the throttle or choke causes the engine to speed up/slow down/speed up/slow down so that it never gets going to the point that we can split wood.
Any thoughts / suggestion would be greatly appreciated, but first problem is to identify the engine and carburator.

E-mail me the pics, I may be able to help. It sounds like the the rod that connects the governor to the carb needs adjusting, but if teh carb is messed up or needs cleaning, or if there is a fuel problem, or if teh spark is week/intermittent, that can cause it too. I have manuals for most Wisconsin single cylinder motors, I can scan the page that shows how to adjust the linkage.
