I have a small roto tiller with a Briggs and Stratton OHV engine on it that I can't start.

1) I replaced the sparkplug, pulled the air manifold off, and the engine will fire for about 3 seconds after spraying starting spray into the manifold.

2) Yes, I've replaced the GAS with fresh gas.

3) I pulled the carberator off and partially cleaned it... i.e. pulled it off, disconnected the bowl, and cleaned the heads within it.

So, by my way of thinking, I'm getting spark, I'm getting gas at least into the carberator and I THINK it's clean.

Any ideas on next steps? I DID make the mistake of leaving it outdoors this last winter in rainy (and cold this time) Oregon.

sounds like you arn't getting fuel to the engine. The nut that holds the fuel bowl on has the main fuel jet in it. It is a small hole, use a tag wire to clean it out. good luck
