Magneto spark when not level

Should a magneto fire when it is sitting vertical or on an angle? This is a one-cyinder magneto (from a stationery engine) that works fine when sitting horizontal (or normal positioning) but when I hold the magneto at say a 45 degree angle (off the engine), it won't fire. Is this normal or is something wrong? No problem since the engine normally sits level but I was just wondering what might cause this or if it is supposed to work this way?

The impulse mechanism depends upon the opposite end of the weights catching the stationary pin or tab. If the mag is at such an angle that gravity swings the weight so it won't latch, the impulse won't work, and there will not be much spark as you turn the mag over by hand.
