Deutz F2L1011 Fuel Injection Problem

This engine was rebuilt and put in storage. It was test run after the work. I have aquired it since but cannot get it started.

The fuel is being pumped to the injector pumps but there is no high pressure fuel being sent to the injectors. IOW, no fuel present at the discharge pipe fittings during cranking regardless of speed control lever position.

I think the stop lever may be part of the problem and the manual does not say which position is for run. Tried both with no results. Hoping someone familiar with these engines can give me some insight. Thanks in advance.

Push the speed control lever toward the injection pump for maximum fuel. There is a strainerif you have a Pierburg fuel lift pump.Pull the side plate off the injection pump to see the pump rack isn't seized. Check the oil level at the plug in the governor housing and use a bit of wire to make sure the overflow leakage pipe isn't blocked
