Ok here is the problem, My hot tub quit so I checked the breaker and it won`t reset. I unhooked the hot wires and it still won`t reset. Do I have a bad gfci or will it not reset while unhooked? Yes I have unplugged the tub. (Help my back is starting to hurt.)

If it's a GFCI breaker in the main panel, it cannot tell on way or the other if the load wires are connected to anything (if that's what you meant by disconnecting the "hot" wires). If it won't reset, check the neutral pigtail from the breaker to the neutral in the panel. If that looks connected OK, then it looks like the breaker is bad.

If it's a remote GFCI, it may need power and neutral at its input to reset and stay reset (depends on the internal design).

Disconnect the LOAD wires going from the output terminals so that you can remove any possibility of a short circuit to ground. Check the INPUT hot wires for power and the neutral for continuity. Try to reset it. If it won't reset, it is bad with no load connections at all, and proper power and neutral to the inputs, it is bad.

Naturally, proper electrical safety is your responsibility here.
