put a new EGR on it and get it from Saturn dealer. These have a spring to keep them shut when not being commanded on and the spring gets weak. Exhaust backpressure can cause this also as it will lift the EGR valve open when it shouldn't.

My Ford Taurus does this too. Most common culprit on those appears to be EGR position sensor. This little bugger can make the car surge, ping, and make the transmission shift in and out. The surging is most noticable at "neutral throttle" when you are just cruising, in my case 1500 rpm. I would do an internet search and see if others can point you in the right direction. Ford has sold a lot of service parts on this.

hope this helps

I had trouble with 86 Merc Colony Park that at low throttle pressure, would surge. Purch scanner for $400 that said all was ok. Used vacuum gauge on various parts and found the EGR being supplied vacuum just off idle. I plugged the egr port with SS shim stock and cured the problem. I have read since that the computer itself can be the problem. I don't know why this problem did not show up when the car was new.
