Use some penetrating oil and as said the proper size punch. They make special roll pin punches that have a dimple on them to stay centered on the pin and most auto or tool places will have them. Support the gear with a notch cut out in some scrap wood.

I finally won a battle with a roll pin on a fifty year old forklift. Took a week of soaking with PB, broken punches and chisels, saw blades, and finally I resorted to the torch. One more to go.

The correct size punch. This is one place where the proper size is very important.
