2/3 cup of soda should have worked in 7 gal. The more rebar or scrap the better and it should be reatively clean. If it didn't fizz at all it must be the charger

What was your junk steel like?

I learned that using a piece of rebar would not work. Far too small. Also the setup is hyper sensitive to rust buildup. It blocks the current flow and the whole thing shuts down then.

When I switched to a large piece of metal on the + side, like an old scrap saw blade, things lit up.

I'd suggest trying a different charger. I have seen some chargers that won't supply any current at all unless they see a battery connected with some amount of voltage. It's supposed to be a safety feature to keep you from trying to charge a shorted battery which could lead to overheating and an explosion.
