Any good automotive paint store will have what you need. I suggest you go to the store and use whatever they recommend. You'll need some sort of etch, a primer and a finish paint. Aluminum is best cleaned with soft or deionized water, a little bit of Dawn dishwashing detergent and Scotch-Brite. It is sufficiently clean when rinse water no longer beads up, but runs off in sheets. You can follow up the wash with some sort of etch such as Alumiprep 33, which is phosphoric acid based. Or you can use a self-etching primer. (For my aircraft project I use Alumiprep followed by Alodine, but alodine is toxic and difficult to dispose of so I suggest that you stay away from alodine or similar chrome-based treatments.) There are a couple of options for primer. You can either use a wash primer or an epoxy. For your purposes a self-etching epoxy primer would be a good choice. Once you have a layer of epoxy primer on the metal, you can put pretty much any kind of paint you like over it. You don't say if you intend to use an antifouling paint. If so, do not use copper-based bottom paints as they will react galvanically with aluminum. Use only tin-based paints recommended for aluminum.
