When running at full throttle, blades not engaged, meter show slight discharge. When blades are engaged it shows a large discharge at full throttle. What is the problem or how can I check? Thanks for the help.

Uh, I've never seen or heard of a starter/alternator combo. Better check what it has and come back with more info.

If it has a starter that engages the flywheel gear, it most likely has an alternator coil under the flywheel.

If you can tell us what kind of mower and engine and if it has an electromagnetic clutch it might help in the diagnosis. On some engines a poor ground at the regulator/rectifier is a common cause of no charging.

If it is an electric clutch, sounds like you have an alternator that is not charging. Slight discharge to run the ignition and/or lights, BIG discharge when clutch draw is added.

If it a alternator coil behind the flywheel, disconnect the leads for the regulator/rectifier and check for AC voltage on two leads. If you have that the regulator is bad, if not it is the charging coil.

Almost sounds like the circuit for the blade safety switch is shorted.
It's easy, should be one or two wires that go to a small switch mounted somewhere so that the blade engagement linkage makes contact with it.
