need old air pump advice

I bought an old emco9 , or enclo, or something to that at a sale. It has one wheel, up front, around the size of a wide lawn mower wheel, that has air, and 2 tanks running down the length of it to handles for moveing it like a wheelbarrow. My boy says it will do anything I want, paint, run air nail guns, air tires, ect. My question is, that it has 2 small tanks, one larger than the other, The smaller one has a valve below te bowl, like on the side of an old gas tractor above the fuel bowl, and im sure that is a water trap, and the valve is for releaseing the water, but the other one has a screw cap on top, with a small bulb in it , slightly larger than the push bulbs on lawnmowers to start them. What is this bowl/ bulb for?

that's probably a line oiler, and the bulb you are looking at is the sight bulb. The compressor you have was probably used with air tools rather than to shoot paint. You want to fill that with air tool oil, then adjust so you get a drop of oil about every 20 seconds through the sight bulb. REMOVE THE LINE OILER IF YOU ARE GOING TO SPRAY AND PAINT!!
That Emglo is not that old a machine...I just bought a Honda powered one at an auction here for $50 because it was missing the pull starter, complete they were going for $200-$250. These things will crank up 100psi in a heartbeat, and are great for framing nailers for fence building, and well as using air tools in the feild on equipment. Use it in good health- you will not regret getting it...
