Can fluorescent tubes be tested and if so how?

Ohm meter across the heater coil on each end. As previously stated, if they are blackened. Toss them into the trash. Old tubes and mismatched tubes cause ballasts to fail sooner. Nothing worse than one old and one brand new tube on the same ballast.

Like Bob said and if they are black at the ends do not even bother to test as they are either dead or soon will be.

Put them in a known-good fixture, and see if they light.
