Is it necessary to under cut insulation between copper segments after cutting down worn brush area with a lathe? This is for a starter on My AC Model M

Generator armatures ARE undercut.

Bob is correct.Ask any electrical rebuilder shop.Copper brush compound, residue would build up in the commutator slots and possibly cause shorts due to the very high starter amps.in that circuit.

Both starter and generators must be undercut if not the mica will prevent brushes from full contact and result in burnt segments with low power.
