You've got crud in the tank, a sticking needle valve in the carb, or both. Draining out the old gas and putting in new sometimes is not enough, because the new gas will dissolve the sticky tar left over from the old gas, and cause problems just like you are experiencing. A thorough tank cleaning may be in order. For now, try taking the fuel line loose from the carb, and spray some carb cleaner into the carb to dissolve any tar on the needle valve, and also, while the fuel line is loose, open the petcock on the sediment bowl and check for fuel flow, there should be a good strong stream. If not, you will need to clean the sediment bowl, including the screen in the top of the assembly. Also, open the petcock while the bowl is off, and check again for fuel flow, if no or little flow, you have crud in the tank, and that is a story in itself.
