Remove entire assembly from tractor and soak in Kerosene for a few hours/days if need be.
You may want to repeat this twice if it is very neglected. You Know, rinse and repeat! Re-install air cleaner assembly on tractor.Fill with proper grade engine oil as specified in the manual.(What ever grade and weight is in the engine should be used in the cleaner cup)
Remove and clean air cleaner assembly at least every 60 hours of run time.

I have cleaned them both ways soaking in solivant then using an air canister with solivant in it is by far the easist, by using solivant you won't leave an oil residue in it. Taking the mesh out can be very difficult to roll back up and get back in the cleaner.

You can drill out the spot welds, and remove the bottom piece, and then all that wire mesh will come out, but I like Red Daves idea better. I have done it that way, and it is very effective.

Never tried to remove that mesh, but I have cleaned them by soaking in a bucket of kerosene.
