These are definately scams, and the most obvious kind. You ought to see some of the ones I get as soon as I list something on this sight. People, mostly from some recently deposed dictatorship in Mugumba, Mugwump, or, well you get the idea, Africa wanting me to help them move over here and they'll give me a percentage of a Godawful amount of money, probably more than the gross national income of these countries, and I just tell them, "Yeh sure". And then they send me a couple of more emails and I tell them to deal with my business agent, who just happens to be the State Attorney General, and who just happens to have a satalite office about 20 miles from where I live, and I give them his address, and they end up turning themselves in. Kinda avoids me, the middle man that way. I've never heard back from any of these hairbrains after this reply. Works every time. Just remember, if it smells like a skunk, and it looks like a skunk, you don't have to go around and look at the back end. Just assume it IS a skunk and walk away and leave it the heck alone. Remember, I'm pulling for you, cause we're all in this together.
