Wet sanding is done by hand. Use 600 grit paper, it will be the wet or dry kind. Use a block to prevent dips from too much pressure at one point. The water is to wash away the dust which will instantly clog the 600 git paper if used dry. Use this to sand just before applying the finish paint.

I agree, and I wouldn't go much finer then 600 on a tractor, even of you are going to use automotive paint. I wouldn't bother with block sanding unless your trying to get a better then new looking paint job - block sanding (correctly) can take an enourmous amount of time. Hand sanding will "rough" all the low spots that are present in the metal (and probably have been since day one) and make sure all the paint has a good surface to adher to.

If you are just buffing them out start with 1000 grit wet paper use some dish soap in the water and use plenty of it scuff with 1000 and switch to 1200 or 1500 plenty of water and when buffing let the buffer run OFF the edges not into them (itll burn the edges quick )if you are concerned about burning the edges use masking tape on them and buff by hand a good soft block also helps get it at the autobody supply go easy and itll work out fine.
