would the #1 be the power source from the brke controler and go through the spring to # 2 to the trailer brakes or some other way

You only need the resistor if your controller will not adjust down enough that it won't lock your brakes. It goes in series with the wire to the trailer, does not matter which way you hook it up.
I wouldn't trade my hydraulic controller for a bushel of electronic ones.

So I should Run a wire from the + battery to the brake contol in the truck i am going to put in a 20 amp in line fuse connector.That should power the brake conroler. One wire is supposed to be the ground. Wire from the brake control to the sliding spring on #2 looks like a breaker of some sort. then wire from #1 to the plug in in the back of the truck. Is there some switch somewhere behind the brake pedal or is it just off the hydralic brakes.

You should have 3 wires on the controller, black to
B+, red to brake light switch,blue to trailer brakes no ground. Late model GM trucks have a place on the electrical panel under the dash pre wired to trailer plug and a harness supplied with the truck. Thought I'd throw that in since you didn't mention what your truck is.

In their day these setups worked, was the best there was then electronics took over. That #1 wire will go to the brake variable control that is operated from brake line pressure. If you don't have the control that goes with this spring reostat you don't need it. This is for setting the maximum voltage TO the brake control and the brake control has a sliding spring thing in it that applies the brakes as needed.

You will be much happier with your brake results if you spring for the 80$ for a new electronic Reese or Tekosha controller. They come with wiring directions and operating instructions. Please do yourself a favor and get one. They also help troubleshoot problems by the LED's.

I am not familiar with the spring (resistor?), but the other devise looks like a circut breaker. The power wire from the battery would go to the other tirminal (blue pointing down on #2) on the circut breaker, then normally from the circut breaker to the power wire on the brake controler. I am no expert on brake controlers, have done a couple, know a few guys who have, and noone has ever mentioned a thing like that spring. ??? The last circtu breaker I put in I remember was marded as to which terminal was which, look closly. It may say B, Bat. or some such for Battery.

Talk about a hillbilly brake controller.

Ditch the dropping resistor(s) and get a real controller.

I suppose the idea was to allow one to pre-set the voltage to the brakes so they were off or on. (sort of) and no where in between. So with the trailer empty it's locking them up and loaded it's like a lead sled with virtually no brakes.

Personally I wouldn't put that device into service for anything more important than dropping the voltage to a heater fan or something like that.

thati part of the whole system of the brakes that slows down the trailer. i have the electric brake box that needs to be hooked up

The spring resistor was used on the hyd over electric controllers, and worked very well. The brake wire feeding the electric trailer brakes passes through the spring resistor. It may be adjusted to supply either 1,2,3 or 4 axle brakes. It is not needed with the newer all electric type electric brake controllers. If you have a hydraulic line from your master cylinder to the controller you need the spring resistor. If you have to adjust the spring resistor clamp all the way towards the terminals, you likely have a problem in the brake wiring on the trailer.
