how did IH get the addional 20hp for the model 660 over the model 560

There are only two ways to get more horsepower out of an engine.
1. Increase the torque (by burning more fuel and air per power stroke)
2. Increase the RPM (which burns more fuel and air)
I would guess that they upped the RPM

The 560D is rated at 1800 rpm and the 660 D is rated at 2400 rpm.
